A winter spent constructing the machines of war leaves us with this situation:



France builds A Par
Germany builds A ber
Russia builds F Stp/sc
Turkey builds A con

That's all for new builds now, all the neutral supply centres are controlled.  This year, the only way to build more is dead man's boots.  Let the diplomacy begin!
