The alara decks have alot of special kinds of land, creatures that force tapping of land as a counter to that and loads of other land based effects.
This basically made mana burns a bit too much.
Having all your land tapped all the time and taking dammage for it as well is really harsh.
It's also part of the mana use rules reform. I.E mana empties each phase rather than at end of turn like it used to. These rules must have been tested and taken as a whole in rule changing terms. We can't take part of it and say that it's no good.
When it comes to mulligans the rule change for that was heavilly influenced by tournament play. People were just aiming for perfect hands and getting them far too often.
In casual play the decks aren't designed to kill people the same ways, so mulligans reducing your hand size actually harms the enjoyment of casual and themed games. So in that sence I can see why it makes a good house rule to give 1 free mulligan.
There are many versions of the mulligan rule-
Discarding as many cards as you like, re-drawing to 7 and shuffling the discarded cards back.
Draw 1 less each time.
1 free.
And many combinations of these rules.
The mulligan is something that changes often and changes depending on what game you play EDH for example. The mana rules have only changed once and in a big way. There must be more reasons for this than they make out.
