Personally I much prefer 3.5 to 4.0 as I feel that it segregates combat abilities and non-combat abilities too much and becomes a bit too meta-game in tone. That said, I feel any version of d+d only works really well when the DM takes the rules as guidelines at best and plays most of it by ear.

They are basically 3.5 with extra bells and whistles. it addresses some of the problems people commonly find with 3.5 but some of the underlying issues remain. for ex: fighters were given some more abilities to offset the power imbalance between themselves and spell casting classes and spell casting classes were given a number of at will abilities to give them something to do when they run out of spells. Still many feel like this doesn't go far enough at high levels.

they also made a few really odd changes that come out of nowhere like bards being only able to use their songs for a number of rounds = level per day rather than just level per day.  You can check out the online SRD on their website.
